The Town of Windsor has partnered with Logan Simpson and White Smith Cousino to update the Town’s existing sign standards (Article XVII, Sign Regulations) of the Land Use Code. The current sign standards no longer reflect evolving design trends and best practices with sign regulation. This update is anticipated to be complete in about 12 months, i.e., December 2026.

The Sign Regulations Update will:

  • Complete an implementation task outlined in the Windsor Comprehensive Plan.
  • Modernize Windsor’s sign regulations to better reflect community needs.
  • Ensure consistency with current legal requirements established in the U.S. Supreme Court’s 2015 Reed v. Town of Gilbert decision requiring sign regulations to be content‑neutral.

The Town of Windsor’s Sign Regulations are included in Article XVII of the Land Use Code. These are a set of local rules governing the size, location, design, and installation of signs to ensure public safety, reduce traffic hazards, and manage visual clutter. Typical sign regulations will dictate the rules for permanent and temporary signs, whether they are freestanding or attached to a building or structure. This timely update aims to improve upon Windsor’s existing Sign Regulations to better align with local needs.

    Sign Regulation Assessment Report: The Sign Regulation Assessment Report was completed in April and is available for public review under the documents tab on this page. The report identifies and explains the issues with the current sign code based on interviews with stakeholders, comments received from the public survey, and the project consultant's knowledge and experience. The report concludes with recommendations for proposed changes to the sign code.


    Work is now underway to develop a draft of the updated Sign Code for staff review in July and for presentation at a joint work session of the Town Board and Planning and Zoning Commission on August 17, 2026.
