Consultation has concluded
From Mid-May 2023 through Spring/Summer 2024, the Town of Windsor is working on a significant roadwork project at State Hwy. 257 and Eastman Park Dr. that is anticipated to have major traffic impacts. Work starts mid-May. At the same time, the Colorado Department of Transportation (CDOT) is working to improve State Hwy. 257 north and south of the intersection.
The Eastman Park Dr. project is intended to significantly widen the intersection, make critical railroad crossing improvements, and improve road safety and functionality. The largest impact is anticipated to last three to four months during the summer when we close a small section of Eastman Park Dr. between Water Valley Pkwy./Cornerstone Dr. and State Hwy. 257. During this time, business access will remain open, and detours will be posted. Road patterns will undergo significant changes and throughout the duration of this project commuters are encouraged to consider alternative routes to avoid State Hwy. 257 from Chestnut St. to Crossroads Blvd. and to avoid Eastman Park Dr. from Water Valley Pkwy./Cornerstone Dr. to State Hwy. 257.
Anticipated Impacts
A brief closure of Eastman Park Dr. between Automation Dr. and State Hwy. 257 while maintaining Eastman Park Dr. access to State Hwy. 257 via a temporary bypass, also called a “shoofly” detour.
A summer closure of Eastman Park Dr. between Cornerstone Dr./Water Valley Pkwy. and State Hwy. 257.
Temporary traffic signals and altered timing.
Pedestrian crossings and trail closures
Poudre Express bus stops temporarily relocated west of the current locations in order to maintain bus stop access.
Anticipated Improvements
Upgrades to safety and functionality.
Intersection widened and islands moved further apart to give trucks room to turn.
Improved traffic signal coordination and timing.
Railroad track crossing, signal and gate improvements.

The Eastman Park Dr. & Hwy. 257 intersection improvement project is underway. The project completed environmental clearance surveying for possible wildlife impacts in mid-May and encountered minor delays due to weather. Last week, (Thursday, May 18) contractors were out drilling foundation holes for temporary traffic signal pole installation. Once the signals are installed and operational and the shoofly construction is complete, the temporary road detour will go into effect. Cones will be set up while work is completed along the shoulder of the road. In early June, the section of Eastman Park Dr. crossing Hwy. 257 will close for the summer while roadway work commences and the railroad completes track and signal improvements. Commuters using Eastman Park Dr. will have to detour to Garden Dr. using 1st St. or Cornerstone Dr. Highway 257 will remain open to traffic during the town’s intersection work.
Additionally, during that summer closure the Poudre Express stops along Eastman Park Dr. will be temporarily closed and relocated to the west. The eastbound stop will be relocated to the west side of the roundabout and the westbound stop will be relocated to Cornerstone Dr. north of the church parking lot entrance. Temporary pickup locations will be setup June 2 through June 5 and service moved to the new temporary pickup locations. Bus service will be maintained throughout construction.

Temporary Detour Created on the Southeast Corner of the Intersection

In mid-May 2023, the project will begin. Passersby will see work begin to the southeast of the intersection as crews create a shoofly detour. This temporary bypass ensures access between State Hwy. 257 is maintained. When the shoofly is complete, commuters will see a section of Eastman Park Dr. between Automation Dr. and State Hwy. 257 close.

The closure started July 5 and is anticipated to last until August 4. The closure is from Garden Dr. to Eastman Park Dr. and is intended to catch up on delays due to the historic rain in May & June.

The Town of Windsor is installing traffic signals and paving the road from the Cornerstone Dr. roundabout to CO 257. CDOT is repaving and completing bridge repairs along CO 257 from Crossroads Blvd. to US 34.

Weather permitting, the intersection of Eastman Park Dr. & CO 257 is anticipated to reopen by late September/early October.
