The Drought Management Plan serves as a document to guide the Town of Windsor in assessing future drought conditions and preparing a response program to mitigate impacts to the Town’s treated water supply in times of drought. Windsor recognizes that drought planning is crucial as the Town continues to grow and new water supplies become more competitive among municipalities.

Windsor’s treated water supplies consist of Colorado-Big Thompson (C-BT) units, North Poudre Irrigation Company (NPIC) shares and Greeley Loveland System water rights. Windsor’s water is treated by three other entities – the Fort Collins-Loveland Water District (FCLWD), the North Weld County Water District (NWCWD) and the City of Greeley. This Drought Management Plan applies only to Town of Windsor water customers (residents that pay bills directly to Windsor).

The Drought Management Plan’s objective is to outline an approach for town staff and decision makers to respond to a drought in an organized and focused manner. It includes water use priorities that identify how water will be prioritized during drought periods and mitigation efforts. Health and safety is the top priority, followed by economic impacts and outdoor use.
