Background

The Town of Windsor has partnered with Matrix Design Group to prepare a community-wide Housing Needs Assessment (HNA) and Housing Action Plan (HAP) that will follow Colorado Senate Bill 24-174 standards. The HNA is targeted for completion in December 2025, with the HAP to follow in May 2026.

The study will:

  • Analyze housing gaps in Windsor’s current stock and opportunities that serve households at every income level.
  • Forecast future needs and set priorities for future affordable housing projects.
  • Examine existing demographic and economic conditions, evaluate housing stock condition and affordability challenges, and assess barriers to new construction

What is a Housing Needs Assessment/Action Plan?

A HNA measures Windsor’s current and future housing demand; the HAP responds with strategies and policies to meet that demand. The Plan will help understand the Town’s current and projected housing conditions and provide officials with specific strategies to meet the community’s goals.

Key components:

  • Comprehensive Analysis: Assessment of current housing needs, demographic trends, and market conditions
  • Community Engagement: Incorporation of input from stakeholders, residents, and local experts
  • Housing Strategies: Specific recommendations to encourage diverse housing types and increase supply
  • Policy Review: Evaluation of existing policies, regulations, and programs
  • Implementation Guide: A roadmap for local government action and progress measurement

Public Involvement

Participate in the planning process and add your perspective. The project’s engagement program is designed to be inclusive enough to capture Windsor’s diverse perspectives yet focused enough to produce actionable feedback. Opportunities to participate will be offered both online and in person throughout the study.

Ways to participate:

  • Public Hearings: Draft and final plans will be presented to the Planning Commission and Town Board for community testimony before adoption.
  • Stakeholder Engagement Sessions: Focus groups, interviews, and other targeted meetings will invite detailed feedback from key community voices.


Your feedback helps identify specific housing challenges faced by Windsor’s residents. Community input informs the creation and refinement of housing strategies tailored to Windsor’s unique needs.
