Windsor Parks, Recreation & Culture invite the public to attend a ribbon cutting ceremony at Boardwalk Park, 100 N. 5th St., from 10 a.m. to 11 p.m.. Residents will have the opportunity to enjoy a complimentary snow cone and explore the playground improvements.
