Windsor's Vision Zero: A Commitment to Safer Streets for Everyone
Every person deserves to travel safely on our town's streets, whether they are walking to school, biking to a park, or driving to work. The Town of Windsor is dedicated to making this a reality for everyone who lives, works, and travels in our community. To underscore this commitment, the Town has adopted the Vision Zero Safety Action Plan (VZSAP), a comprehensive and proactive strategy with a clear and ambitious goal: to eliminate all traffic-related fatalities and severe injuries on Windsor's streets by the year 2035.
This plan marks a fundamental shift in our approach to traffic safety. Historically, the focus has been on preventing collisions, often with the underlying assumption that human error is the primary cause. Vision Zero adopts the Safe System Approach, an internationally recognized framework that accepts that while people can make mistakes, our transportation network must be designed to be forgiving and ensure those mistakes do not lead to tragic consequences. Under this model, safety becomes a shared responsibility between system designers and all road users.
Our Strategic Focus Areas
The Vision Zero Safety Action Plan was developed with extensive data analysis and input from community members, a multi-agency Task Force, and public safety experts. The plan's strategies are organized into five key focus areas:
Programs & Policies: Strengthening the Town's operational framework to ensure safety is a core component of all projects and policies.
Behavior-Related Strategies: Targeting unsafe behaviors such as speeding, distracted driving, and impaired driving through data-driven education and enforcement.
Pedestrian, Bicycle, & Motorcycle Safety: Enhancing infrastructure and policies to provide better protection for our most vulnerable road users.
Intersection Improvements: Making systematic upgrades to unsignalized and signalized intersections, which account for a majority of crashes in Windsor.
Corridor Enhancements: Implementing targeted safety solutions along high-risk road corridors to manage access, improve visibility, and calm traffic.
