Is County Rd 70 extension an absolute reality?
The extension of County Road 70 between State Highway 257 and Clydesdale Lane has been identified as a high priority in Windsor’s Transportation Master Plan and has been budgeted in the town’s Capital Improvement Project (CIP) for preliminary engineering (30% design) and right-of-way (ROW). The construction of the roadway is not expected to begin until 2025, if funding is available.
What happens if the landowners refuse to sell/release their property?
The town’s policy is to conduct good faith negotiations and pay fair market for property acquisitions.
What land has to be acquired?
The design is ongoing and the areas/limits of right-of-way acquisition have not been finalized. It is anticipated that land acquisition will be required from the Breniman farm. At this time, right-of-way (ROW) on the east end of the project appears to be available.
What entity is funding this project?
The 30% design and ROW acquisition is being funded entirely with local Town of Windsor funds. Final design and construction currently is anticipated to be local funding but we will be searching for federal grants.
When would construction begin?
The timeline for construction has not been established and will be contingent on funding. Our best estimate is construction would start in 2025 (at the earliest).
What is the duration of the project?
The overall schedule/duration of the project is dependent on a number of factors (e.g. funding, ROW acquisition, etc.). The 30% design is currently underway and expected to be complete in early 2024.
Is this to be a mandatory truck by-pass or is it simply another arterial for traffic?
The road is intended to be a major collector roadway. The Town does not have the legal authority to make it a mandatory truck route.
What is the proposed speed limit?
Based on the roadway classification, the typical posted speed limit is between 30mph – 40mph. CR 70 between Hollister Lake and Clydesdale is currently posted at 30mph and the Town will keep that speed limit for the portion of CR 70 adjacent to Windsor Estates. With limited access points west of Windsor Estates, 40 mph will be the likely posted speed limit.
What is the anticipated daily vehicle count on this road?
The extension is anticipated to carry approximately 2000 vpd when it opens.
Why isn't County Rd 72 sufficient for traffic diversion from downtown Windsor?
The town’s transportation plan is recommending the extension of WCR 70, in addition to widening WCR 72 from 2 to 4 lanes. These are some of the roadway improvements that are needed to keep up with growth and meet the current and future transportation needs of the town.
Will CDOT be involved in this project?
Yes, the proposed intersection of WCR 70 and State Highway 257 will require CDOT involvement.
What is the total cost of this extension?
The preliminary cost estimate for construction of this project is $8.5M.
