The Town is working to generate a plan for future operations, management, and recreation access for Windsor Lake and Kyger Reservoir. The Strategy will further clarify and define the role that these incredible open space areas provide to the community and region by exploring strategic management strategies. With the ever-increasing demand for public recreation opportunities and competing user groups, the Strategy will guide adaptive management for the two properties for the next 20 plus years. The Strategy will provide direction on recreation experiences, public access and education, long-term sustainability, staffing, emergency management, and revenue structure.

Though the Windsor Lake and Boardwalk Park has seen many improvements over the last 20 years, including the addition of a concessions and restroom facility, event pavilion, stage platform, Lake operations have largely been guided by the 2004 Management Plan. Similarly, Kyger Reservoir has a Master Plan for development of recreation facilities but additional guidance is needed for long-term operations and management of the Reservoir.

The Town has hired Logan Simpson and DJ&A to facilitate and provide technical expertise for this planning effort.

Windsor Lake

Located ½ of a block off of Main Street in the heart of Downtown Windsor. In 2005, as a part of the development of Boardwalk Park, Windsors Crown Jewel community public event venue, and gateway for public access to Windsor Lake, the 180 surface acres of Windsor Lake was opened for public access, for motorized and non-motorized boating. Over the last 20 years the site’s popularity has increased year over year and is a very popular regional destination.

Kyger Open Space Reservoir

This newly accessible 90 surface acre augmentation reservoir located at the 150-acre Kyger Open Space will open for non-motorized boating and fishing in the spring of 2025. Though the land of Kyger Open Space has been open for public access for trail use, reservoir access has been prohibited due to lack of safe access to the water surface. An expanded parking lot as well as infrastructure for non-motorized boat access, a fixed fishing pier as well as a ramp for a floating pier opened in 2025. The Master Plan for Kyger Open Space is a vision for how this property can be developed for recreational activities while protecting wildlife and habitat values.

The questionnaires for input on Kyger Open Space and Windsor Lake have now closed. Thanks to all that have participated! Results and draft recommendations will be published in the Fall. Stay tuned for updates.
