Project Overview and History

The Chestnut Street to Garden Drive Drainage Improvements project is phase two of the overall Chestnut Street to Eastman Park Drive Drainage Improvements project. The Chestnut St. to Eastman Park Dr. Drainage Improvement Project is an effort to mitigate flood concerns in an area generally located west of CO 257, south of Chestnut St., north of Eastman Park Dr., and east of Columbine Dr. The project will also reduce flooding along Chimney Park Dr. from Walnut Street to the municipal swimming pool. Flood risk is expected to be lowered to less than 1 percent annual flood risk (100 yr flooding) for 56 residential structures that currently have moderate to high risk of flooding. Street flooding risk will also be reduced for a number of streets located in the described benefit area.

Phase one of the project included storm line improvements on First St., Garden Dr. and expansion of the Folkstone Detention Pond, which was completed in 2020. Work will include the construction of infrastructure designed to collect stormwater along Chimney Park Drive, Chestnut St. and Garden Dr., and route it to the recently expanded Folkstone Detention Pond. Improvements will also be constructed at Chimney Park Detention Pond which will result in flood reduction along Chimney Park Drive. The goal of this project is to reroute flood potential away from homes and streets.


General Project Timeline

Though roadway impacts are not anticipated to start until early March, erosion control measures and drainage pipe staging are anticipated to begin in December.

On Monday, December 4, contractors will begin erosion control at the CARE housing facilities located off of Garden Dr. in between Columbine Dr. and Cornerstone Dr. Erosion mitigation measures include installing straw logs and similar devices and implementing other techniques to prevent disturbed soil from washing away from the job site.

As work continues into 2024, Chestnut St. and Garden Dr. are anticipated to start being impacted in January. During that time, drainage pipes that will be placed in the spring will start to be staged in and around the construction zone. Throughout the duration of the project, residents will still have access to homes and driveways, but may experience some delays or have to detour.

Information sessions for the general public were hosted on Monday, September 5 and on Tuesday, November 28 via Zoom to give residents impacted by the work the opportunity to learn more about the project and ask questions. The recording for the info sessions can be viewed below.

Efforts encompassed storm line enhancements along 1st St. and Garden Dr., the expansion of the Folkstone Detention Pond and the addition of stormwater infrastructure along Chimney Park Dr., Chestnut St. and Garden Dr. removed 86 residential structures from the annual chance of flooding. Motorists will see the benefit of reduced street flooding by up to 1.5 feet.

    The Chestnut St. to Garden Dr. Drainage Improvements Project is nearing completion! Garden Dr. has reopened to through traffic, but crews will remain in the area to finish up sidewalk, curb and gutter replacement.

    Chestnut St. remains closed at the intersection of Ponderosa Dr. through Friday, April 19 to complete paving. Striping of the roadway will continue into next week. Once the roadway work is completed, contractors will focus improvements in the Folkstone Detention Pond into May.

    The Chestnut St. to Garden Dr. Drainage Improvements project on the east side of town is getting ready to shift up to Chestnut St. to continue their work. Starting Monday, March 18 until mid-April, Chestnut St. will be closed immediately east of the intersection of Ponderosa Dr. as a continuation of the Chestnut St. to Garden Dr. Drainage Improvements Project.

    Additionally, Garden Dr. will remain closed to through traffic until Friday, March 29 to remove aged, unexpected infrastructure. Contractors are removing the old infrastructure while they’re working in the area to avoid a closure in the future.

    During this time

    The Chestnut St. to Garden Dr. Drainage Improvements project on the east side of town is getting ready to shift up to Chestnut St. to continue their work. Starting Monday, March 18 until mid-April, Chestnut St. will be closed immediately east of the intersection of Ponderosa Dr. as a continuation of the Chestnut St. to Garden Dr. Drainage Improvements Project.

    Additionally, Garden Dr. will remain closed to through traffic until Friday, March 29 to remove aged, unexpected infrastructure. Contractors are removing the old infrastructure while they’re working in the area to avoid a closure in the future.

    During this time, no through traffic will be permitted on Chestnut St. the same detour remains via 1st St. to Eastman Park Dr. or CO 392 (Main St.). Residents will still be able to access the Chimney Park ballfield parking lots from both the east and west side.

    The second phase of the Chestnut St. to Eastman Park Dr. drainage improvements project is progressing as of Friday, Feb. 9. Storm drainpipes have been installed in the western portion of the closure area that will collect rain and snow runoff and route it to the Folkstone Detention Pond and box culverts have also been installed to better streamline flood water to non-residential areas. Crews will continue working eastward to install new storm drain infrastructure up to Kenosha Ct.

    Garden Dr. will close from Columbine Dr. to Kenosha Ct. starting on Monday, January 22 through Friday, March 15 for waterline replacement and other drainage improvements. The following impacts are anticipated to take place:

    • Residents living at the CARE Housing Facilities will maintain access to their complex at all times by entering from the east side of Garden Dr.
    • Residents living on Cornerstone Dr. north of Garden Dr. will have to detour via Kenosha Ct.
    • Residents living on Cornerstone Dr. south of Garden Dr. will have to detour via Eastman Park Dr.

    During this time, through traffic will be redirected

    Garden Dr. will close from Columbine Dr. to Kenosha Ct. starting on Monday, January 22 through Friday, March 15 for waterline replacement and other drainage improvements. The following impacts are anticipated to take place:
