Since adoption of the 2016 Comprehensive Plan, Windsor has seen its population increase dramatically from 25,687 to over 40,000 residents today&mdash;a growth rate more than triple that projected under the existing Plan.As part of Windsor&rsquo;s Comprehensive Plan Update, the Town is conducting a series of public participation activities to engage the community in shaping the process. Comprehensive Plan Update

<h3>Background</h3>The extension of Windsor Lake Road (CR 70) between State Highway 257 and Clydesdale Lane was identified as a high priority in Windsor&rsquo;s Transportation Master Plan, as this connection supports the Town&rsquo;s efforts to reduce traffic congestion in the downtown area of Windsor. This new connection is an important connection for local residents, as well as commuter and regional truck traffic. The Windsor Lake Road Extension project is intended to provide relief to State Highway 392 which currently carries most of the east-west traffic through Windsor.Initial project scoping and design activities for the project launched in March 2023 and over the next several months, the design team will be advancing the design to a point where the Town can begin acquisition of needed right-of-way for the proposed improvements.<h3>Highlights/Anticipated Improvements</h3><ul><li>Improve local and regional connectivity with East-West connector roadway that includes one vehicular travel lane in each direction and left turn lanes at designed intersections</li><li>New structure crossing over the Springer Ditch</li><li>Detached sidewalks and buffered bike lanes to improve active mode opportunities for pedestrians and cyclists</li><li>Intersection safety improvements and planned traffic signal at SH 257 and Windsor Lake Rd.</li><li>Roadway drainage and water quality improvements &ndash; including curb and gutter, inlets and associated storm sewer infrastructure</li></ul><h3>Timeline and Upcoming Public Engagement Opportunities</h3>The town is in the initial phases of design and outreach. Preliminary design (30%) is ongoing and expected to continue through November 2023. A public open house was held for residents adjacent to the anticipated road work to share design plans and answer questions on Thursday, October 19 at Windsor&#39;s Public Services campus. Every year, the Town of Windsor's major projects are budgeted in the town's Capital Improvement Plan. Projects are generally sorted into five separate categories that are based on the type of project: Transportation, Water, Sewer and Stormwater, Parks and Trails, Facilities, and Street Maintenance. Additionally, some projects are a part of a larger High Impact Area, areas that have been identified as having a significant impact to the public, either during construction, for the services they will provide, or because of their financial impact.
