April 2026 Update
On April 20, 2026, town staff presented proposed updates to sections of the municipal code (Sec. 12-2-270 and 13-2-280) related to water meter maintenance, access and communications. These updates are set to be approved by the end of April.
In addition, the project timeline was approved for acceleration from a four-year schedule to an estimated one- to two-year completion. Staff also received approval to move forward with the bidding process.
What the Current Code Says
- The Town is responsible for maintaining, testing and repairing water meters.
- Property owners are required to provide access for inspection, repair, or replacement.
- It is unlawful to tamper with or bypass a water meter or refuse access. Violations may result in immediate discontinuation of water service until access is granted and associated costs are paid.
The proposed amendments aim to:
- Reinforce the Town’s authority to access meters for inspection, repair, or replacement.
- Clarify enforcement steps when access is not granted by establishing a communication schedule that includes multiple contact attempts, such as mailed notices, email (if available), and a final door hanger notice prior to water service shutoff.
- Address responsibility and ownership for meter replacement and related work.
