The Town of Windsor is replacing traditional water meters with updated technology to improve water-use monitoring, billing accuracy and system reliability. The new meters will provide more accurate, timely water-use data without requiring manual readings, helping staff identify potential leaks, unusual consumption patterns and meter malfunctions more quickly.
For customers, updated meters will provide greater insight into water consumption, making it easier to track usage, identify potential leaks and manage water more efficiently.
Municipal Code Updates
In early 2026, Section 13-2-280 of the Windsor Municipal Code related to water meter maintenance, access, communication and replacement responsibilities was adopted.
The updates aim to reinforce the Town’s authority to access meters for inspection, repair and replacement; clarify responsibility for meter replacement and related work; and establish a consistent communication process when access is not granted. These changes are intended to improve coordination with customers, reduce delays and ensure meters can be maintained and replaced efficiently.
Accelerated Project Timeline
The project timeline was approved to accelerate from an initial four-year schedule to an estimated one- to two-year completion. Completing the project sooner will allow the Town to modernize its metering infrastructure, improve access to reliable water-use data and identify potential system issues more quickly. Customer communication will remain a priority to coordinate meter access and replacement work while minimizing service disruptions.
