FAQs
Project Overview
Why is the water meter replacement project happening?
The Town is upgrading all water meters to modern technology as part of a long‑term effort to strengthen the community's water infrastructure. Many existing meters are aging, making them harder to maintain and support. Modern meters provide improved maintenance, reduce manual meter reading and staff entry onto private property, and support future customer tools for tracking water use. This project also aligns with the Town Board's priorities to invest in resilient, efficient utility systems that meet the community’s long‑term water needs.
Do I have to replace my water meter?
Yes. This is a townwide infrastructure upgrade. All residential, commercial, industrial and domestic‑use irrigation meters will be replaced.
What should non-potable irrigation customers expect?
Only domestic‑use meters owned by the Town will be replaced. HOA or Metro District‑owned irrigation meters are NOT part of this project.
Will there be any replacement cost to me?
No. The project is funded as part of the Town’s long‑term capital improvement program. Customers will not be charged for the meter or installation.
Where is my water meter located?
Indoors: Many homes, especially older ones, have meters inside the basement, utility closets or crawlspace.
Outdoors: Some properties have meter pits located in the front yard within a utility easement near the property line. These are ground‑level meter pit covered by a round metal lid.
Scheduling & Notification
How will I be notified about my installation?
Customers may receive mailed letters, emails, text alerts, or door hangers. Make sure your contact information is up to date so you don’t miss important notices.
How do I update my contact information?
You can update your phone number, email, and mailing address by contacting customer service or using the Town’s online utility portal where you pay your monthly bill.
When will meter replacements take place?
Installations occur in phased areas. Customers will be notified ahead of time with an estimated installation window.
What if I need to reschedule my installation?
If your scheduled time doesn’t work—especially for indoor meters—contact the utility’s customer service team to arrange a new appointment.
What if I don’t schedule an appointment?
If indoor access is required or a pit is inaccessible, customers must schedule or reschedule an appointment to complete the replacement. Failure to provide access to the Town and its contractors, as required by Section 13-2-270 of the Municipal Code, may result in water service disconnection if reasonable attempts are made to do so without an appointment.
Installation Requirements
Do I need to be home for the installation?
Indoor meters: Yes. An adult age 18+ must be present to provide access.
Outdoor or pit‑set meters: No, unless access is blocked or the pit is not safely reachable.
What should I do before the installer arrives?
Indoor meters: Clear the area around the meter, provide safe access, and secure pets.
Outdoor/pit meters: Ensure the pit is not covered by vegetation, landscaping, debris, snow, or vehicles.
How long does installation take?
Most installations take only a short while. Water service will be briefly shut off during the meter swap and restored before the installer leaves.
Who will perform the meter replacement?
Certified utility contractors hired by the Town of Windsor will complete all installations. They will have identification, safety gear, and marked vehicles. They will never request payment or personal financial information.
Outdoor Meter Pits & Yard Access
How are outdoor meter pits accessed?
Installers use specialized tools to open pit lids and inspect the vault for safe access. If landscaping or obstructions prevent access, the municipal code allows the Town to request that property owners clear the area before installation.
Will installers need to dig or disturb my yard?
Usually not. Existing pits or vaults are used. Digging only occurs if the pit is damaged, inaccessible, or if meter pit issues require adjustments. Municipal code governs access to utility infrastructure.
What if my outdoor meter pit is full of water?
Pits commonly collect rain, snowmelt, or groundwater. Installers can safely pump out water before replacement. Customers only need to act if the pit is completely inaccessible.
Will installers need access to my backyard?
Only if the existing meter pit, vault, or service entry point is located there. Please make sure any pets or children are secured indoors or away from the area during this time.
What happens if the installer finds a problem with my plumbing or service line?
If corrosion, leaking valves, or unsafe connections prevent installation, installers will notify you. Some repairs are the customer’s responsibility, and the appointment may need to be rescheduled.
Can I choose where the new meter is placed?
No. Meters must remain in the same location unless the service line is redesigned, which is not part of this project.
Billing, Usage, & Meter System Features
- Hourly or daily usage data
- Leak or continuous‑use alerts
- Online or app‑based tracking, such as EyeOnWater Mobile Application
More details will be provided once customer features are activated.
Will my water bill change after the new meter is installed?
Possibly. New meters are factory tested for accuracy after manufacturing. If your old meter was under‑registering, you may see an increase that reflects correct usage. If the old meter was accurate, you may see little or no change.
How do remote read meters work?
These meters transmit usage data to a secure Town system, eliminating the need for staff to access homes or outdoor pits for manual reads.
What new features will the upgraded meter system provide?
Features may include, but are not limited to:
What type of meter is being installed?
A high‑accuracy water meter equipped with a remote‑read endpoint that meets modern durability and performance standards.
What if I don’t want a remote read meter?
There are no opt-out options available to customers. Remote‑read meters ensure consistent service, operational efficiency, and accurate billing for all customers.
Data & Privacy
What happens to my water usage data?
Usage data is transmitted securely and used for billing and utility system operations. It contains no personal or household information.
Is my personal information safe?
Yes. Remote‑read devices transmit only meter readings and operational status. No personal data is stored on the meter or sent through the system.
After Installation
What happens to my old meter?
Old meters are collected, recycled when possible, or disposed of in accordance with environmental standards.
What if I notice a leak or pressure issue after installation?
Contact Town of Windsor Utilities immediately. Technicians will investigate and correct any issues.
Project Timing & Weather
What happens if weather delays the installation?
Extreme cold, heavy rain, or snow may affect schedules. The Town will notify affected customers and provide updated timelines
How long will the entire project take?
Project duration depends on community size, weather, and installation complexity. Systemwide upgrades typically take several months.
