The Windsor North Campus Infrastructure Improvements project will be the future site of a new Windsor Police services and training facility, a community park and the new Windsor Middle School. To support the increased traffic traveling through this part of town, there will need to be some necessary improvements done to accommodate the use of these facilities. Such as widening the west half of 15th Street, adding 10’ wide trail along the project frontage, WCR 70 road improvements and a roundabout on WCR 70 at the entrance to the middle school and PD Facility.

The Town of Windsor acquired a 138-acre parcel north of and adjacent to the Windsor Public Services campus, west of North 15th Street/County Road 15 (also known as the Beethe Farm) in December 2021.

The site will include a new Windsor Police services and training facility, a community park, and a new middle school. This site has undergone several Community Development-Planning land use applications through the Town of Windsor, which included a neighborhood meeting during the master plan amendment process.

A neighborhood meeting for the proposed amendment took place on Tuesday, June 6 at the Public Services Campus located at 922 N. 15th St., just south of the new site. The public was invited to attend, receive information and provide comments on the proposal. This meeting was conducted by the property owner/applicant of this specific land use application to maintain transparency about the project and inform residents to the best of the town's ability.

  • Project Update: May 15

    Starting on Monday, May 20, N. 15th St. will close to through traffic from CR 72 to the Public Services Facility until Friday, June 21. Residents planning on attending the Touch-A-Truck Event will still be able to access the Public Services Campus on Thursday, May 23, but detours will be in place.

    Detours include:

    • Jacoby Rd. to Colorado Blvd. and to Harmony Rd.
    • Harmony Rd. to CO 257, then to CO 392 (Main St.)

    Once the roadway is complete, residents will see that it’s been widened, with added bike lanes, and will be connected to the new Windsor Lake Rd. (WCR 70) extension between the new police facility and middle school. As always, all road work is weather permitting and subject to change.     The North 15th St. Campus construction is getting ready to start its next phase of construction as the new police station nears completion. Starting mid to late May, there will be a series of road closures along N. 15th St. (WCR 15) so crews can begin widening the roadway, finish utility tie-ins and repave the road.

    The roadway will close north of the Public Works Facility entrance to County Rd. 72 for one week. During this time, no through traffic will be permitted and all commuter and truck traffic will have to detour. Following the closure, a temporary roadway will be in place and open to the public with the speed limit reduced to 25 mph. It is currently estimated that the temporary road will be in place for about four weeks. Once the new roadway is paved, crews will continue to work on N. 15th St. (WCR 15) improvements into September.

    In anticipation of the new police facility and middle school being built on the north side of town, County Rd. 15 has undergone some speed limit changes. When traveling southbound on CR 15, the speed limit between CR 72 and the future middle school has been lowered to 45mph, then to 40mph from the future middle school to the railroad tracks. When traveling northbound, the speed limit between the railroad crossing and the future middle school has been lowered to 40mph, and has been lowered from 55 mph to 40 mph in between the future middle school and CR 15.
    It’s evident that, with all the construction, the roadway has taken a little bit of a beating. This speed limit reduction doesn’t only make passing the work zone safer, but it will make the area safer for children and law enforcement once the new facilities are open and occupied.
