The Central Sewer Basin Study, completed in early 2024, identified the need for sewer system upgrades around Hemlock Dr. and Larch Dr. The project will replace existing sewer lines with upgraded ones to handle increased capacity.

Three priority areas were identified: along Hemlock Dr. from 3rd to 7th St. and along Larch Dr. from north of Poudre Natural Area to Hemlock Dr. Previously, the scope of this project included a portion of Indian Trail Dr., which will no longer be completed at this time.

On Friday, July 18, the Town of Windsor held a virtual public information session for those who will be impacted by this road work.

    From Monday, Sept. 9 through Friday, Sept. 19, the intersection of Hemlock Dr. and Larch Dr. will be closed to through traffic while crews work to replace deteriorating sewer infrastructure with an upsized main line and upgraded manholes. Detour routes will be in place throughout the closure, and while commuter traffic will need to adjust, resident access to homes will be maintained at all times. There will also be a closure of Peak Ct. for a portion of the day on Saturday, Sept. 9 for additional utility work.

    This project is part of Windsor’s Central Sewer System Upgrades, a multi-phase effort to modernize underground utilities, strengthen system reliability and ensure the town’s infrastructure keeps pace with future growth.

    *FYI: While crews do their best to complete anticipated work by the end of the workday, there may be times when work continues into the evening. The town appreciates the community’s flexibility and patience during this time.

    Beginning in August, the Town of Windsor is launching its sewer system upgrades along Hemlock Dr. and Larch Dr. The project is scheduled through December and will improve service reliability, reduce the risk of system failures and restore road and sidewalk conditions in the area.

    On Hemlock Dr., crews will install new 21-inch gravity sewer pipes, reconnect existing services, replace damaged curb, gutter and sidewalks, and fully reconstruct the asphalt roadway. Larch Dr. will see similar improvements, including new sewer lines and manholes, full pavement replacement and the restoration of natural landscaping areas. A concrete cap will also be installed over the storm drainage canal where the project crosses it.

    Work will take place Monday through Friday, from 7 a.m. to 5 p.m. Residents should expect intermittent lane closures, temporary driveway restrictions and standard construction noise. Trash collection will continue as usual—Reynolds Construction will coordinate secure pickup and return of bins placed curbside.

    By project completion, all surfaces and landscaping will be fully restored. There will be advance notice for any service interruptions and keep residents informed with timely updates and clear signage throughout construction.

    Starting in August the Central Sewer System Upgrades Project will start construction along Hemlock Dr. and Larch Dr. until mid-December.

    The Central Sewer Basin Study, completed in early 2024, evaluated existing infrastructure capacity, performance and future growth projections. Findings showed that the current sewer lines in this neighborhood are undersized and approaching the end of their service life, making them vulnerable to overflows, blockages and costly emergency repairs.

    This project will replace the existing sewer lines with larger, modernized infrastructure designed to handle increased wastewater flow. This upgrade is essential not only to support current demand, but also to accommodate future residential and commercial development.

    During this time, no through traffic is permitted and commuters will have to detour. Residential access will remain at all times. All road work is weather permitting and subject to change. To receive traffic alert notifications, text WINDSORROADS to 888777.

    As the town prepares to begin the Central Sewer Systems Project in the spring, contractors are finishing up collecting data in the area. Tonight, Thursday Feb. 27, crews will be along Hemlock Dr. studying sewer flow rates in the sewer below between the hours of 1 and 4 a.m. when flows are at their lowest. Work trucks with flashing lights will be present in the area, but no roadway impacts are anticipated.
