Construction of the new headworks facility at Windsor’s Wastewater Treatment Facility is now approximately 80% complete and remains on schedule for a May/June startup.
Crews are currently completing final interior work, including HVAC installation, electrical systems, equipment outfitting and protective coatings.
Once the new headworks facility is operational, the existing headworks building will be converted into an influent pump station. The new pump station will significantly increase system capacity, with one new pump having the ability to handle approximately three times the capacity of a single existing pump. The upgraded system will also utilize coarse screens instead of fine screens, which better align with the new facility design.
The most complex phase currently underway involves retrofitting the new system to connect with the existing headworks building, ensuring the upgraded infrastructure integrates smoothly with the current wastewater system.

A contractor for construction has been identified and has kicked off the work by locating existing utilities and preparing the site for excavation. This crucial phase ensures the site is fully ready for the new building foundation, which will support the upgraded infrastructure. Crews are working to ensure a smooth transition into the next phase of construction. The first concrete pour is currently anticipated for early February, weather permitting, which will be a major milestone for the project. Once completed, these improvements will help enhance the facility's performance and efficiency, benefiting the community by improving wastewater treatment processes and ensuring long-term sustainability.

Construction for the new Wastewater Treatment Facility Headworks building is anticipated to start in the fall. Currently, town and project staff are finalizing final stages of design and contract review, then groundbreaking will commence.
The new building construction serves as the initial processing stage where incoming wastewater is prepared for further treatment. It includes screening to remove large debris and grit removal to eliminate heavy particles that could damage equipment. The building will also feature systems for measuring wastewater flow and may involve the addition of chemicals to adjust pH levels or aid in contaminant removal. By handling these preliminary tasks, the headworks building ensures that the wastewater entering the main treatment processes is cleaner and more manageable, enhancing the overall efficiency of the treatment plant.
