The project will act as a catalyst to improve the multimodal connectivity between the New Windsor neighborhood and the Riverbend neighborhood. The gap, once completed, will improve the connectivity of Windsor's multimodal network at key destinations in the area for people walking and biking. During a normal day, hundreds of pedestrians and cyclists can be seen traversing this area to get to their destinations. Improving the roadway with new bike lanes, sidewalks, and crossing opportunities will enhance the usage and provide a higher level of safety for all users.

Improvements include new bicycle lane signing, pavement marking changes, existing pedestrian signal modifications, raised medians, and intersection improvements along the corridor including the Main Street (CO 392) intersection.

All of these efforts to improve all modes of transportation, while improving safety and reducing emissions are in conformance with all of the regional and local transportation plans. The proposed plans have been coordinated with Windsor High School, Windsor Police Department and the Community Recreation Center.

    The 11th St. Multimodal Project is wrapping up construction activities and will require overnight work to finish final checklist items. Starting Friday, Sept. 20 through Wednesday, Sept. 25, 11th St. will undergo restriping and roadway slurry seal operations from 9 p.m. to 6 a.m. from Sagewood Dr. to the Greeley #2 Ditch Trail just north of the Community Recreation Center. The additional slurry seal work will provide a better driving surface for 11th St giving a few more years of extended life to the roadway. Flagging operations and traffic control will be in place during the work activity periods, but vehicles will still be able to travel north and south along 11th St during the nighttime work. All road work is weather permitting and subject to change.

    There are a series of roadway projects that are going to impact travel around Windsor starting Monday, July 8 that might be helpful to know before work week commute:

    • Stone Mountain Dr.: The Larch Dr. & Juniper Dr. Waterline Replacement project will require utility tie-in at the intersection of Stone Mountain Dr. and Larch Dr. starting on Monday, July 8 until Friday, July 12. During this time no through traffic will be permitted.
    • 7th St.: The intersection of 7th St. & Walnut St. will undergo shoulder work starting Monday, July 8. While no lane closures are anticipated yet, delays are expected.
    • 11th St.: The 11th St. Multimodal Project has shifted south and is now working at the intersection of Main St. There are no full roadway closures, but delays are anticipated through mid-August.

    The 11th St. Multimodal Project will begin shifting south towards the intersection of 11th St. & Main St. (CO 392) as early as Monday, July 1. Crews are completing the Ash St. intersection which includes the addition of a raised median, pedestrian crosswalk refuges, bulbouts, and new striping patterns to make the corridor more multimodal-friendly.

    Workers will be completing ramp and corner improvements at the intersection of 11th St. & Main St. and the roadway will remain open as will business accessibility, though there may be some delays. Lane shifts and new, temporary traffic patterns may occur. Commuters are encouraged to leave a few minutes early to allow room for high traffic volumes in the construction area.

    Message boards are set up along Main St. and staging for the 11th St. Multimodal Project will take place along Ash St. in the coming days. Roadwork is expected to continue until August.

    West Ash St. will be closed east of 11th St. to facilitate equipment storage between 11th St. and the Weld RE-4 School District administrative building. Access to the administrative building will remain open from CO 392 (Main St.). The project begins near the Community Recreation Center entrance on 11th St. and progresses southward across CO 392 (Main St.) to Sagewood Dr. Access to key facilities like the recreation center, police department, high school, and nearby businesses remains available via 12th St., 13th St., West Ash St. and Grand Ave.

    Starting mid-May through mid-August, the 11th St. Multimodal Improvements project is anticipated to be underway. Currently, town staff is identifying contractors and determining construction traffic patterns in front of the Police Department, Community Recreation Center, Windsor High School and the CO 392 (Main St.) and Ash St intersections with 11th St.

    Improvements include enhancing the town’s multimodal connectivity with the addition of new bicycle lanes, sidewalks, crossing opportunities, traffic calming and intersection upgrades along the corridor. In addition to roadway construction, there will be additional bike lane signage, pavement marking changes and raised medians.
