The Town of Windsor is updating its 2016 Comprehensive Plan to guide the day-to-day decisions of the Town more accurately and holistically into the future. Since adoption of the 2016 Comprehensive Plan, Windsor has seen its population increase dramatically from 25,687 to over 40,000 residents today—a growth rate more than triple that projected under the existing Plan.

As part of Windsor’s Comprehensive Plan Update, the Town is conducting a series of public participation activities to engage the community in shaping the process. Register on Project Connect and follow @WindsorGov on social media to stay informed about ongoing involvement opportunities.

Following the final Comprehensive Plan draft open house on February 7th, the plan will be presented to Windsor's Planning Commission and Town Board for adoption on Wednesday, March 20 and Monday, March 25, respectively.

    Over the past 18 months, the Town of Windsor has been working to develop an updated Comprehensive Plan that addresses the town’s recent and anticipated growth. The draft plan has been developed with the help of the Windsor community, through feedback from online questionnaires and in-person events and meetings, and is now live for public review. Please take a look at and offer feedback on the Draft Town of Windsor Comprehensive Plan.

    Windsor Downtown Alliance personnel will also be in attendance to discuss updates to the Downtown Master Plan.

  • Planning Charrette Events April 4-7

    This series of workshops consisted of discussions and activities related to key topics, such as housing, transportation, water, parks and open space, and economic development. Information was available on-site to present choices being discussed and allow participants to learn about the tradeoffs and potential benefits that could result in land use and policy decisions.

    How to Participate

    Listening to and responding to the community is key to this planning process and as such, this website will be regularly updated to promote meaningful and inclusive community engagement throughout the process.     Tuesday, April 4

    5-7 PM | Public Design Workshop

    The Public Design Workshop will kick off the week and provide an opportunity for participants to learn about existing priorities, discuss opportunities with planning staff and neighbors, and participate in interactive exercises that will help the town develop new goals and policies for the Comprehensive Plan. Refreshments and food trucks will be available.

    Wednesday, April 5

    10 AM-5 PM | Planning in Action

    Drop in during the day to see the integration of public feedback from the Public Design Workshop into planning scenarios.

    Thursday, April 6

    10 AM-5 PM | Planning in Action

    5-7 PM | Public Open House

    At the Public Open House, participants will have the chance to learn more about the planning process and existing priorities, provide input on future priorities and help refine top design scenarios that have emerged over the past few days of workshops. Refreshments and food trucks will be available.

    Friday, April 7

    5-7 PM | Final Presentation

    This final event is your chance to hear about the top design scenarios and policy ideas that came out of the week’s multiple workshops. Refreshments and food trucks will be available.

  • Windsor Comprehensive Plan Engagement Summary Posted

    Between August and December 2022, community members began sharing their perspectives on Windsor to help inform the Comprehensive Plan Update process. Community members engaged in a variety of ways, including attending an in-person kickoff event, responding to an online questionnaire, and participating in one-on-one or small group interviews. Boards and Commissions also engaged in this part of the public engagement process to share their key priorities for the Comprehensive Plan update. A summary of findings from Phase I community events and engagement activities are available.

    Speaker-Panel Event Held Oct. 6

    On Thursday, Oct. 6, the 2022 Comprehensive Plan Visionary Event was held at Pelican Lakes Resort & Golf. At the event, residents had the opportunity to review development data breaking down the trends and conditions in Windsor. Additionally, local land development experts discussed trends they've noticed emerging along the Front Range and what that could look like for Windsor in a panel presentation moderated by Mayor Paul Rennemeyer. Following the panel, residents were given the opportunity to ask the experts questions in a question and answer session.
