Comprehensive Plan Update

On March 25, 2024 the Windsor Town Board unanimously adopted the Comprehensive Plan. This follows an almost 2 year process to update the previous 2016 Comprehensive Plan. To learn more and view the final document: https://www.windsorgov.com/1407/Comprehensive-Plan

Over the past 18 months, the Town of Windsor has been working to develop an updated Comprehensive Plan that addresses the town’s recent and anticipated growth. The draft plan has been developed with the help of the Windsor community, through feedback from online questionnaires and in-person events and meetings, and is now live for public review. Please take a look at and offer feedback on the Draft Town of Windsor Comprehensive Plan.

Windsor Downtown Alliance personnel will also be in attendance to discuss updates to the Downtown Master Plan.

This series of workshops consisted of discussions and activities related to key topics, such as housing, transportation, water, parks and open space, and economic development. Information was available on-site to present choices being discussed and allow participants to learn about the tradeoffs and potential benefits that could result in land use and policy decisions.

How to Participate

Listening to and responding to the community is key to this planning process and as such, this website will be regularly updated to promote meaningful and inclusive community engagement throughout the process. Additional information is posted to the documents section, found on this page's sidebar.

Tuesday, April 4

5-7 PM | Public Design Workshop

The Public Design Workshop will kick off the week and provide an opportunity for participants to learn about existing priorities, discuss opportunities with planning staff and neighbors, and participate in interactive exercises that will help the town develop new goals and policies for the Comprehensive Plan. Refreshments and food trucks will be available.

5-7 PM | Public Open House

At the Public Open House, participants will have the chance to learn more about the planning process and existing priorities, provide input on future priorities and help refine top design scenarios that have emerged over the past few days of workshops. Refreshments and food trucks will be available.

Friday, April 7

5-7 PM | Final Presentation

This final event is your chance to hear about the top design scenarios and policy ideas that came out of the week’s multiple workshops. Refreshments and food trucks will be available.

Between August and December 2022, community members began sharing their perspectives on Windsor to help inform the Comprehensive Plan Update process. Community members engaged in a variety of ways, including attending an in-person kickoff event, responding to an online questionnaire, and participating in one-on-one or small group interviews. Boards and Commissions also engaged in this part of the public engagement process to share their key priorities for the Comprehensive Plan update. Speaker-Panel Event Held Oct. 6

On Thursday, Oct. 6, the 2022 Comprehensive Plan Visionary Event was held at Pelican Lakes Resort & Golf. At the event, residents had the opportunity to review development data breaking down the trends and conditions in Windsor. Additionally, local land development experts discussed trends they've noticed emerging along the Front Range and what that could look like for Windsor in a panel presentation moderated by Mayor Paul Rennemeyer. Following the panel, residents were given the opportunity to ask the experts questions in a question and answer session.
