Background

The extension of Windsor Lake Road (WCR 70) between CO 257 and Clydesdale Lane was identified as a high priority in Windsor’s Transportation Master Plan, as this connection supports the Town’s efforts to reduce traffic congestion in the downtown area of Windsor. This new connection is an important connection for local residents, as well as commuter and regional truck traffic. The Windsor Lake Road Extension project is intended to provide relief to CO 392 which currently carries most of the east-west traffic through Windsor.

Initial project scoping and design activities for the project launched in March 2023 and over the next several months, the design team will be advancing the design to a point where the Town can begin acquisition of needed right-of-way for the proposed improvements.

Highlights/Anticipated Improvements

  • Improve local and regional connectivity with East-West connector roadway that includes one vehicular travel lane in each direction and left turn lanes at designed intersections
  • New structure crossing over the Springer Ditch
  • Detached sidewalks and buffered bike lanes to improve active mode opportunities for pedestrians and cyclists
  • Intersection safety improvements and planned traffic signal at SH 257 and Windsor Lake Rd.

Roadway drainage and water quality improvements – including curb and gutter, inlets and associated storm sewer infrastructure

Timeline and Upcoming Public Engagement Opportunities

The town is in the initial phases of design and outreach. Preliminary design (30%) is ongoing and expected to continue through November 2023. A public open house was held for residents adjacent to the anticipated road work to share design plans and answer questions on Thursday, October 19 and Wednesday, January 17 at Windsor's Public Services campus.

A timeline for final design and construction of the proposed improvements will be established once funding for the project is secured.

    The town has recently been working with our engineering firm to progress the design to 100%. Additionally, the town is working with a of a right-of-way consultant which will include valuations and begin the right-of-way acquisition. This project is still not fully funded for construction and are continuing to search opportunities for financial resources. The Windsor North Campus is progressing ahead of schedule and will start the western position of Windsor Lake Rd. which will eventually connect once design is completed.
